2 things, firstly neither of us know the real figures, but we know it's between £170mil - £200mil. Either way, that's incredible money, the third highest spenders in world football.
Regarding Forest, they were a newly promoted team, needed practically a whole new squad, and unlike us didn't have more than enough players already on the books who are seasoned Prem campaigners, including England's best defensive midfielder and a France international centre back, as a start. And they STILL spent less than us.
Quite why you want to pedant that about is beyond me, but fair fucks.

Its been a poor use of that money, whether its on the actual players or how they are used or both, I won't say yet.
